Woman dies deputy injured in Owen County crash troopers say

The Kentucky State Police said a tragic crash Friday afternoon in Owen County killed a 71-year-old woman and injured a local deputy.

The incident happened at around 2:20 p.m. Tuesday on U.S. 127 North near the KY 36, or New Liberty Turnpike, intersection. Deputy Frank Blackwell, a five-year veteran of the Owen County Sheriff’s Office, was responding to an overdose call with his vehicle’s emergency lights and sirens activated.

Preliminary investigations revealed that Kathleen Fresard, 71 years of age, was driving a 2014 Subaru ahead of Deputy Blackwell’s police vehicle and several other cars. As Blackwell tried to pass slower-moving traffic, Fresard made a sudden left turn directly into the deputy’s path, causing the collision.

Fresard was airlifted from the scene but died shortly after. Deputy Blackwell suffered non-life threatening injuries and was treated at a local hospital before being released.

The incident is still being investigated by Kentucky State Police, and the cause of the fatal accident is yet to be known as officials continue working.
