Bill would hold back Michigan third-graders if they don’t pass MEAP reading test

Third-graders who don’t pass the reading portion of the MEAP exam would be held back a year, under a bill introduced in the Legislature this week. If the bill were in place this year, it would mean as many as 36,663 children would have to repeat the third grade because they scored in the bottom two levels of the Michigan Educational Assessment Program exam in fall 2012.
